Demonstration i Nicosia igår

Jag har letat, det ska ha varit en demonstration som igår i huvudstaden mot AdaPasset men jag hittar inget.

Jag har lagt hela det officiella regelverket under videon, och det gäller uppenbarligen inte där jag bor. Inget pass i går i den stora matbutiken och inget idag i mellanstora butiken.

Jag hittar däremot rattfyllor i media, som vanligt, och jag tror fortfarande att det här handlar främst om att göra sig av med alkade britter, och de bor inte där jag befinner mig. Jag undrar om det ens bor en britt här? Jag har i vart fall inte sett en enda aktiv alk i min by på sex år.

De bor oftast i reservaten, i holliday homeområden, inte sällan långt bort i Ingenstans. Det har sagts mig att många av dem är skitförbannade, de blir lätt det, och en lokalbo använde uttrycket ”AdaPass will clean the island”.

Jag har sett hur lokalbefolkningen gjort förr med icke önskvärda bråkstakar; ingen har tid.

Du får inte tag på nån snickare, rörmokare, tandläkaren har inte tid, inte doktorn heller, chaufförerna är fullbokade, och de ”utvalda” brukar flytta inom fyra månader.

Jag har också sett vilka som drabbas av lokalåtgärden, och det är individer som kvinnan i filmen och nästan alltid britter, de är också flest.

Decisions taken at the meeting on 08.09.2021 by the Contagious Diseases Executive Committee under the Infectious Diseases Act 45/2018
In the event of it being determined that the specified rules below and taken by the Contagious Diseases Executive Committee are not complied with, criminal proceedings will be applied in accordance with Article 43 (6) of the Infectious Diseases Act 45/2018.
The application of the rules will be supervised by the District Police Board, Municipalities, and The Police General Headquarters.
DECISIONS;
Taking into consideration the country entry criteria ( a 72 hour negative PCR test result before travel), arrivals from abroad by air, sea, land borders, will now have to complete the passenger location form on the adapass.gov.ct.tr website before travel and enter the island using the received QR code.
Those people unable to complete this process will be able to enter until 27/09/2021 with the required documents.
People who obtain a QR code will potentially benefit from quicker entry to the country.
On logging in on the website:
TRNC citizens will upload their “ADAPASS”
Republic of Turkey citizens will upload “HEALTHPASS”
EU citizens will upload “GREENPASS”
UK citizens will upload “NHS QR coded document”
Because the uploaded documents will be checked on arrival, people must bring those with them.
Citizens of other countries are required to upload their valid vaccination cards and/or PCR test results in the specified section of the application.

This application is mandatory for the age 18 and over.
1 A ) COUNTRY COLOURS
The Criteria for entry into the country from abroad will be as specified below. The criteria for specified country colours will be updated every week.
The updated table of the countries’ colour codes will be implemented from the first Monday after publication by our committee.
1 B ) RULES TO BE APPLIED ACCORDING TO COUNTRY COLOURS;
Dark Red;
People who have travelled to these countries in the last 14 days are prohibited from entering the country.
TRNC citizens will be able to enter the country with the conditions of a negative PCR test result taken in the last 72 hours and upon arrival on the island and a quarantine requirement of 14 days.
By presenting a students certificate or for registering as new students, people from Dark Red Countries who are notified by the Ministry of National Education and Culture will be able to enter the country with a 72 hour PCR and negative PCR test results on arrival with the condition of 14-days quarantine.
Employees (0ncluding their spouse and children) who already have a work permit that request to arrive at our country will be able to enter the country under the condition that they remain in quarantine for 14 days.
RED;
Vaccinated or recovered
A negative PCR result taken in the last 72 hours before travel.
5 days quarantine
Not Vaccinated
A negative PCR result taken in the last 72 hours before travel.
7 days quarantine
Regardless of whether they are vaccinated or not people from these countries will be tested for Covid-19 at all entrances.

1 C ) GENERAL RULES
VACCINATED PEOPLE: That have completed the vaccination program from 14 days after the last dose.

VAXZEVRIA (Astrazeneca/Oxford): 2 Doses

SPUTNIK V: 2 Doses
Moderna: 2 Doses
People who receive two different doses of the specified vaccines above will be considered vaccinated.
People who have recovered over 6 months ago and have had 1 dose of vaccine will be considered vaccinated.
People who have recovered: On presenting a positive PCR test result between 30-180 days before travel. These people will be considered vaccinated.
Children under the age of 18 can enter the country with their vaccinated parents or who have recovered from the virus as described above, according to the category of the country they have come from, in accordance with the specified PCR test rules (children over 6 years of age).
Passengers will be evaluated according to the country in the highest risk group among the countries they have set foot/ been in, in the last 10 days.
2. INTERNAL BORDER CROSSING RULES;
Level 1: No tests, no restrictions. ( In 14 days a total of 0-74/100000 people)
Level 2: Negative Antigen/PCR test every 7 days. ( In 14 days a total of 75-499/100000 people)
Level 3: People who are fully vaccinated with Sinovac, Sinopharm, or Sputnik vaccines, as well as EMA-approved vaccines (Johnson&Johnson’s 1st dose vaccine), will be able to cross with a 7-day negative rapid antigen test or PCR test 14 days after their final dose vaccine.
Unvaccinated people will be able to cross with a 72-hour negative rapid Antigen test or PCR test (including unvaccinated workers and health care workers).
However, unvaccinated high school students and residents of Kato Pyrgos will be able to cross with a 7-day rapid negative Antigen or PCR test. (In 14 days a total of 500/100000 people)
People who request to arrive at our country from Amber-Green Colour Category Countries via South Cyprus will be processed according to the country entry criteria specified in the article ”1 B” above. However, if people who arrive from Amber-Green Color Category Countries and stay in South Cyprus for more than 10 days request to enter our country, they will be processed under the Internal-Island Border Crossings rules.
With the exception of anyone who arrives from a Dark Red and Grey listed country, if people arrive and stay in Southern Cyprus for 10 days then the internal island border crossing rules will apply.
For coach tours organized from Southern Cyprus, unvaccinated tourists from amber and yellow countries will be able to cross for the day provided that they present negative Antigen tests taken in the last 24 hours or negative PCR tests taken in the last 72 hours.
3. Adapass.
Adapass is a system that will electronically check the test and vaccination status of people who enter businesses specified by the Contagious Diseases Executive Committee with Adapass.
The criteria specified by the Contagious Diseases Executive Committee will be integrated into the relevant system. Before entering the specified venues/sectors/activities/events, people will be checked on the Adapass system according to the Adass code they receive.
Approval for entry according to the specified rules will be given if a person’s required certificate of vaccination is uploaded to Adapass, and PCR tests are sufficient for the venues/sectors/activities/events
The Adapass check on people entering venues/sectors/activities/events will be used in all districts.
After registering for adapass.gov.ct.tr/company/register, the application will open with the e-mail address of the business and the password sent to them via SMS
The following venues/sectors/activities/events that have not registered must register on the adapass.gov.ct.tr/company/register website.
Sectors: Bars and clubs, meyhanes, cafes, restaurants, supermarkets, internet cafes, betting offices, nightclubs, barbers, hairdressers, beauty parlors, massage parlors, tattoo shops, sectors holding public events, shops-boutiques, cinemas-theatres, concerts -exhibitions, indoor sports halls, indoor swimming pools, hotels, casinos, youth camps, wedding-engagement-circumcision ceremonies, bingo, indoor children’s playgrounds, and places of worship.
Note: Sectors not specified above also have the option to register at adapass.gov.ct.tr address.
Adapass checks will be mandatory for the age 18 and over.

Note: The ”Adapass Category 3”, as described in the table above, will be implemented from 13.09.2021. Persons entering the sectors/venues/activities/events specified in this category will enter according to the criteria of ”Adapass Category 2” until 13.09.2021.
Adapass checks will be mandatory for the age 18 and above.
4. Staff working in service sectors in our country and specified in the list below will repeat their Antigen tests with vaccinated people every 14 days and unvaccinated every 7 days.
TESTS THAT EMPLOYEES IN SECTORS NEED TO TAKE:

Hotels Staff, Casinos Staff, Musicians, Bars/Clubs Staff, Cinema Staff, Team Sports, Swimming Sports, Indoor Sports Halls, Indoor Children Play Area Staff, Entertainment/Concerts, etc, Organisation Staff, Nightclub Staff, Care Home Staff, Tour Boat Staff, Workers staying in Accommodation/Lodgings, Production/Factory Staff, Public Transport Workers, Staff in Places of Worship, Internet cafe Staff, Betting Office Staff, Boxing/Wrestling/Close Combat Sportspeople, Beach/Swimming Pool Staff, School Staff, Special Education Centre Staff, Supermarket Staff/Shop Staff/Suppliers, Barbers/Hairdresser/Beauty Salon/Tattoo shop Staff, Restaurants Staff, Cafe Staff’, Meyhane Staff, Patisseries Staff, Coffee Shop Staff, Banks Staff, Public Service Staff, Office Staff.
5. It is mandatory to comply with the mask and social distance rules in all enclosed and open spaces. In enclosed spaces, one person will be accepted in every 3 m2 and one person in every 2 m2 in open spaces.
6. All businesses will arrange for the total number of customers and employees to be 1 person per 3 m2.
For the purpose of maintaining social distancing, it is mandatory that these businesses put signs at entrances and mark the floors accordingly to indicated how many people including employees can be in the m2 area of a business at one time.
In addition, the conditions for hygiene and disinfecting must be applied both inside, as well as the entrances and exits of the business, and it is the responsibility of the business to take these measures and implement them.
7. By showing an address of residence in our country and on the condition of downloading the “Güvende Kal” (Stay Safe Application), people who need to be quarantined according to the above criteria, will be able to spend quarantine periods according to the country they arrived from at their specified addresses of residence with a wristband. For the purpose of spending their quarantine period, they will go to the addresses of residence in the undertaking given, alone in their own vehicles or accompanied by a driver or by public transport, taxis, and touristic mini-buses with permits specified by the Ministry of Finance.
People over the age of 65 and those who go abroad for health reasons via the Health Committee will be able to download the “Güvende Kal” (Stay Safe Application) immediately after they arrive in the country.
Children under the age of 12 will not be fitted with wristbands.
Those not covered by the rules specified above, who do not show a residence address in our country and people arriving at our country, will remain in designated central quarantine hotels for 5-14 days according to the country they came from.
People who do not comply with home quarantine will be sent to central quarantine, they will pay the quarantine fees themselves and it is recommended that criminal proceedings be initiated against them in accordance with the relevant legislation.
8. People who have contact with a Covid-19 positive person in our country that requires quarantine will be subject to quarantine. The isolation period will be terminated at the end of 10 days for unvaccinated people and 7 days for vaccinated people if the PCR test result taken is negative. The quarantine process with a wristband for contacts will be decided by the contact team depending on the conditions specified.
9. When seen as appropriate Covid-19 positive people in our country will be able to spend the quarantine process at home with a wristband depending on the conditions specified.
10. It was seen as necessary to accept a maximum of 4 ferries per day with 275 passengers on each journey (excluding soldiers).
EDUCATION;
11. Schools are an important part of children and society and their continuity is of great importance. Closing schools can only be considered in cases where infection in the community cannot be contained.
When national publications and guidelines on education are examined around the world, it has been observed that schools do not constitute a centre for public transmission and do not increase the risk of transmission in the country.
When the studies and guidelines were examined, it was seen as appropriate to open special, preschool, primary and secondary education for the 2021-2022 Academic Year fully as part of the specified measures below.
It is compulsory for each school to form a School Pandemic Committee. This committee will work in coordination with the Ministry of Health and will consist of at least 2 people. {2 people up to 250 students, plus 1 person for over every 250 students}. The contact information of the person responsible for the committee must be forwarded to the Ministry of Health.
The Contagious Diseases Executive Committee will meet once a month as a minimum with representatives of the Pandemic Committees as determined by the Ministry of National Education and Culture to evaluate the situation.
A – Transportation
• Students, drivers and supervisors will wear masks on school buses.
• Hand sanitisers will be available at the entrances to school buses.
• Supervisors on school buses will ask students about symptoms, and students with symptoms such as sore throats, coughs, etc. will not be allowed on the bus.
• School Pandemic Committees will be responsible for the disinfection of transport vehicles and the monitoring and supervision of other transportation-related precautions.
• Students taken on school buses for public transport will be seated in the same seat every day on public transport.
B – Masks
• All school employees (including transport staff) must wear masks as mandatory.
• It is mandatory for students aged 6 years and above to wear masks. It is recommended that students between the ages of 2 and 6 wear masks in the classroom and indoor areas.
• School Pandemic Committees will give training on the use of masks
• It is required that students wearing fabric masks wash their masks daily.
C – Entry- Exits
• Staff will be allocated by the school administration or the School Pandemic Committees at the entrances and exits of the school in order to avoid congestion. Social distancing will be maintained and observed at entrances and exits.
D – Class
• It is mandatory for staff and students aged 6 years and above to wear masks in the classroom. It is recommended that students 2-6 years and below wear a mask.
• Social distancing must be maintained within the classroom (especially with classrooms of pupils aged between 2-6) as much as possible.
• It is necessary to ventilate the classrooms and comply with the disinfection rules.
• Class teachers will ask students about symptoms as they enter, and students with symptoms such as sore throats, coughs, etc. will be sent home.
E – Disinfection
• School Pandemic Committees will give training on the use of hand sanitisers.
• Hand sanitiser should be placed where the school administration sees as appropriate. (canteen, dining hall, etc.)
• Disinfection procedures specified in the booklet prepared by the Ministry of National Education and Culture must be observed.
• Disinfection within schools will be supervised by the School Pandemic Committee.
F – Breaks
• Classes should take breaks alternately in order to prevent congestion.
• The necessary arrangements must be made by the school administration in order to prevent congestion in canteens.
• Classes should go alternately between meals in order to prevent congestion in the dining rooms.
G – Common Areas
• Toilets in the school will be disinfected frequently.
• Used as common areas, masks will be worn continuously and the social distancing rule will be observed in the teachers’ staff rooms.
• Used as a common area the teachers’ staff room needs to be ventilated and disinfected frequently.
• School Pandemic Committees will be responsible for the supervision of common areas within schools.
H – Activities
• Mask and social distancing rules will be observed for congregated activities within the school. These activities will be carried out keeping to minimum interaction between classes.
I – Illness
• Parents should be made aware not to send children to school with symptoms such as coughs, loss of taste/smell, sore throat, etc. to school.
J – Covid-19 Positive Patient and Contact
• The follow-up of Covid-19 positive patients and contacts will be managed in consultation with the established School Pandemic Committees in each school and the Contact Team of the Ministry of Health.
K – Tests
• Staff working at schools will repeat their antigen tests every 14 days if they are vaccinated and every 7 days if they are unvaccinated.
• Students that have reached the age of 12 will repeat their antigen tests every 7 days.
• Employees of schools and students will be randomly tested by the Ministry of Health.
It is seen as appropriate for apprentices connected to workplaces to start their training. The rules for specified sectors will apply to the apprentices.
12. Higher Education Institutions can be opened as part of the plan to be made by the Ministry of National Education and Culture.
Every University will form its own School pandemic Committee.
Students coming from abroad will be able to enter according to the specified country entry criteria.
By presenting a students certificate or for registering as new students, people from Dark Red -Grey Countries who will be notified by the Ministry of National Education and Culture will be able to enter the country with the condition they stay in quarantine for 14 days.
13. It was seen as appropriate to carry out national/international exams to be held in our country in line with the following conditions.
Examination candidates and supervisors need to have a negative PCR test result taken in the last 72 hours, or an Antigen test taken in the last 48 hours.
The doors and windows in the examination area are kept continuously open for the purpose of ventilation,
People entering the examination area use their personal protective equipment throughout the exam,
Tables in the examination area are arranged in accordance with social distancing rules,
It was seen as appropriate to place disinfectant with a register at the entrance to the examination area.
ARTS;
14. It is seen as appropriate for the professional performers of theatres/concerts/displays to rehearse in line with the hygiene rules. Shows can be held with a maximum of one-third of the halls full. Social distancing and the mask rule must be observed in the halls.
15. Depending on the size of the outside areas, the number of people accepted will be determined as one person per 2 m2 at any one time for outdoor shows of group dances, ceremonies, music, concerts, bingo, etc. However no matter how big the area no more than 250 people will be accepted in it. Indoor areas will not be used.
People will be received into movie theatres in such a way that a maximum of 1/3rd will be used and eating and drinking in the halls is not permitted. Staff who work in these sectors are required to wear masks as mandatory.
SPORTS;
16. It is seen as appropriate for non-contact, individual sports activities, training, and competitions with spectators within the social distance rules, to take place in open spaces. [Athletics, Horse Riding, Archery, Tennis, Golf, Triathlon, Cycling, Outdoor Swimming, Sailing, sports activities for everyone (Bocce and Orienteering), Shooting, Hunting (sporting activities), Air Sports, Motorbike and vehicle Racing].
17. Performance swimmers and licensed swimmers will be able to train, compete in swimming pool sports clubs and work with disabled individuals for rehabilitation can take place. Swimming pool staff are required to wear masks as mandatory.
It was seen as appropriate that open-air swimming pools work within the specified rules.
18. It was seen as appropriate that beaches work within the specified rules.
19. It was seen as appropriate that where possible training for boxing, wrestling, and branches of close combat sports can take place in open areas or in well-ventilated environments. Competitions in the specified sports branches can be held in open spaces.
20. For competitions in open spaces, spectators will be accepted within the social distancing rules. For indoor competitions, spectators will be accepted by taking the social distance rule into consideration and a maximum of 1/3rd of the area will be used.
21. Indoor Sports Halls (Fitness) will be able to provide services by observing the rules of continuous ventilation, social distancing, and hygiene. Staff who work in these sectors are required to wear masks continuously.
22. It was seen as appropriate that youth camps can be held with half capacity, by observing social distancing, mask, and hygiene rules.
TRANSPORT;
23. No passengers can sit next to the driver on buses, mini-buses, taxis’, and tour mini-buses etc. The seat behind the driver on buses, mini-buses, and “dolmuş” will be left empty and passengers will be transported sitting in organised alternate empty spaced seating and operate at 50% capacity.
During transport windows have to be open, air condition cannot be used and everyone in the vehicles has to wear a mask. Vehicles must be disinfected after every journey.
24. Lorry drivers entering the country for the purpose of shipping goods from our ports (Girne and Gazimağusa) can enter daily provided that they present a PCR test they have taken in the last 72 hours. If the test times of the lorry drivers exceed the last 72 hours, they will be able to enter provided that the Antigen tests carried out at the ports of entry are negative. In addition, the prepared commitment form will be signed.
In addition, passengers can enter from both ports according to the entry criteria in decision 1.
TOURISM;
25. It was seen as appropriate for hotel restaurants to have a 2 metre spacing between tables and if it is obligatory to provide a buffet, then food, beverages (including tea and coffee machine, dispensers) will be served by staff to the tables in this way and to use disposable plastic materials for this service.
26. People arriving in our country with charter flights will be processed according to the criteria specified in the country categories.
However, regardless of whether they are vaccinated or not if they request to enter Contained Hotel Tourism hotels, they can go to hotels that are taking part in contained hotel tourism with wristbands.
Vaccinated/unvaccinated people can arrive on a scheduled or charter flight to come for Contained Hotel Tourism.
Unvaccinated people need to repeat their test on the 5th day if they enter contained hotel tourism and stay for more than 5 days.
TRNC citizens are not allowed to enter Contained Hotel Tourism hotels. (However, dual nationals can enter on presenting their residency address in another country. If they do not comply with the specified rules, they will be placed in central quarantine).
Hotels wanting to continue with Contained Hotel Tourism must definitely not accept guests (local or tourist) from outside for the purpose of staying or using the areas inside the hotel, the restaurant, cafe, beach, etc.
The application of Contained Hotel Tourism will end on 30/09/2021
27. People entering a Casino must be vaccinated. Unvaccinated customers will not be accepted. Masks will be worn and social distancing rules will be observed during their time in the hall.
SECTORS;
28. Restaurants, Patisseries, Cafes, and “Meyhane’s” Coffee Shops, Cafeterias will use a maximum of 1/3rd of the indoor areas. Tables must be placed with a 2 metre space between them.
29. Bars and Clubs cannot use indoor areas. “Bistros’” must be placed with 2 metres between them. The number of people accepted in outdoor areas will be determined as one person per 2 m2 at any one time. However no matter how big the area no more than 250 people will be accepted in it.
30. As part of the pandemic rules, workers’ boarding houses must have social distancing and well-ventilated areas. Maximum attention must be paid to social distancing and hygiene rules in common areas.
31. People entering our country because of IVF treatment will be processed according to the specific criteria in Articles 1 and 2. People who are scheduled to go from quarantine hotels to IVF Centers for the purpose of treatment will be taken from the quarantine hotel for 3-4 hours with negative PCR test results taken in the last 72 hours or an Antigen test taken in the last 24 hours and returned to the quarantine hotel again after treatment. The entire responsibility for the person taken from the quarantine hotel will be the Responsible Manager of the IVF Center. A commitment form prepared for each person to be taken from quarantine hotels to the IVF Center will be signed by the Responsible Manager and these forms will be submitted to the Ministry of Health Coordination Committee when applying for a treatment permit.
32. People entering the internet cafes will be registered and will be able to use the computers for a maximum of 2 hours.
33. Betting Offices can use 1/3rd of inside areas and the serving of food in Betting Offices is not allowed.
34. Staff working in the nightclubs can enter the country assessed by the criteria of the country they arrive from.
RECREATIONAL;
35. Engagement, Marriage, Wedding, Circumcision Ceremonies, and pre-wedding parties will not take place in indoor areas.
The bride, groom, and their immediate relatives will take PCR tests within the last 48 hours prior to the wedding date.
Masks will be worn at ceremonies and parties, seating arrangements must take the social distance rules into consideration. There can be no congratulatory greetings, monetary gifts should be placed in collection boxes.
Depending on the size of the wedding area, the number of guests accepted will be determined as one person per 2 m2 at any one time. However no matter how big the area no more than 250 people will be accepted in it.
At weddings, there will be no close contact performances, folk dancing, and dancing to disrupt the social distancing as stated in the commitment form.
OTHER AREAS;
36. Protests, rallies (meetings), and ceremonies cannot be held in indoor areas. It is suitable to hold organised protests, rallies (meetings), and ceremonies in open areas in compliance with social distancing rules.
37. Mass worship can be held in compliance with the social distancing, mask, and hygiene rules and using a maximum of 1/3rd of the indoor worship area.
